[성명] 언론관계법 강행 처리 시도에 대한 입장
- 2012.2013년 선거 통해 국민에게 평가 받아야
정부와 한나라당이 강행 처리를 시도하고 있는 7대 언론관계법 개정을 둘러싼 여야 정치권 및 언론계의 공방이 정점을 향해 치닫고 있다. 한나라당은 7월 13일 상임위 처리를 공언했고, 민주당 등 야권은 결사항전을 선포했다. 100일간의 미디어발전국민위원회 논의 역시 무위에 그쳤다. 국민의 60% 이상은 여전히 언론법 강행 처리를 반대하고 있다. 그럼에도 불구하고 이명박 정권은 이번 임시국회 회기 중 처리를 주문하고 있다.
작금의 언론법 강행처리는 ‘국민 여론에 반하는 반민주적인 폭거’라는 여론의 질타를 받고 있다. 국민 대다수도 동의하지 않고 있으며 여야 정치권, 언론계, 학자, 시민사회 진영 역시 찬반양론이 팽팽히 맞서고 있다. 언론관계법 개정에 대해서 야당은 ‘장기집권을 위한 언론장악’이라며 강력히 반발하고 있으며 반면에 정부와 여당은 언론법을 강행처리해야 할 뚜렷한 명분을 제시하지 못하고 있다. 한쪽은 그냥 “까라면 까”식으로 밀어붙이고 있으며 다른 한쪽은 ‘사력을 다한 방어선’을 치고 있다. 이런 상황이라면 정부.여당은 대범하게 언론법 강행 처리 시도를 중단하는 것이 옳다고 본다.
방송사 지분제한 상한선을 대폭 줄여 재벌 대기업과 수구족벌신문사의 방송사 진출을 허용하는 방송법 개정안, 신문·방송 겸영 금지 규정을 삭제한 신문법 개정안, 권력 수사기관이라면 당사자의 고소 없이도 ‘사이버 모욕’이라며 게시판 댓글에 대해서 무차별 수사를 할 수 있는 사이버 모욕죄 등은 국민적 합의도, 여야 정치권의 합의도, 언론계를 비롯한 사회적 합의를 전혀 거치지 않은 법안들이다. 민주주의 대의정치의 꽃이라고 할 수 있는 ‘여론’을 좌지우지할 수 있는 방송사 등 언론에 관련된 법안을 이런 식으로 강행 처리해서는 안 된다.
다만 미디어 융합 시대, 그리고 한국을 포함해 전 세계적으로 엄청난 경제 위기 쇼크 속에서 고사되고 있는 전통적 미디어들과 이들 매체 종사자들의 고용불안, 날이 갈수록 높아져 가는 미디어 이용자들의 의식과 이용 형태 등을 종합적으로 고려해 볼 때 원론적인 측면에서 매체간의 융합과 상호 침투와 진출 등을 계속적으로 무한정 묶어 둘 수는 없다고 본다.
이 지점에 대해서 한국인터넷기자협회는 신중한 입장이다. 무조건 강행 처리하려는 정부․여당도 문제지만 계속해서 막고 보자는 식으로 버티며 대안 마련을 방기하고 있는 야당의 태도도 일백% 다 옳다고 볼 수는 없다.
그러나 지금은 때가 아니라고 본다. 특히나 여야 간의 정치적 입장 차이가 너무나 극명하고, 남북 간의 장기적 대치 국면과 경제 위기가 언제 극복될지 알 수 없는 상황에다가, 사회 여론이 양분된 상황에서 언론관계법 강행처리는 국가적으로 불행한 사태를 몰고 올 수 있기에 ‘현재로선’ 반대진영의 논리가 더 설득력이 커 보인다.
탈도 많고 말도 많은 언론관계법 개정을 제19대 국회로 넘길 것을 제안한다. 다만 2012년 대선과 2013년 4월 총선에서 언론관계법 개정에 대한 여야의 당론과 공약, 정책 제시를 통해 이를 국민이 선택하고, 국민에게 무엇이 옳은 정책인지 심판 받을 것을 제안한다. 그런 다음에 제19대 국회에서 언론관계법 개정을 처리함이 합리적이라고 본다.
따라서 이명박 정부와 한나라당은 제18대 국회에서 언론관계법 강행 처리를 중단해야 한다. 대신 위기에 처한 미디어 산업을 활성화하기 위한 여야가 초당적으로 범국민적 대책 마련에 착수해야 한다. 방송, 신문, 인터넷 할 것 없이 고사 위기에 처한 미디어 산업을 살릴 긴급 대책을 먼저 마련해야 한다. 그렇게 노력했는데도 불구하고 미진한 측면이 있다면, 그 땐 민주주의적 절차와 국민적 동의 과정을 거쳐서 정부.여당, 야당, 언론계, 시민사회계, 학계가 언론관계법 개정안을 합의해 처리해야 한다.
