한국인터넷기자협회 이준희 제6대 회장 집행부가 지난 3월 1일부터 임기를 시작했습니다. 최근 협회 소식 및 언론계 현안에 대해서 이 회장이 '3월의 인사' 형식으로 회원사(지회)와 회원들에게 인사를 전합니다. <편집자>
국내에 계신 회원사(지회)와 회원 여러분들의 안녕과 발전을 기원합니다. 또한 멀리 미주에서 사업에 분주하신 안찬모 국제분과위원장님, 본 협회에 가입하지는 않았지만 취재현장에서 열과 성을 다하고 계시는 1인 미디어 활동가 여러분께도 안부 인사를 전합니다.
새 봄이 움트고 있습니다. 오랜 겨울가뭄에 충분한 양은 아니지만 촉촉한 봄비도 제법 내렸습니다. 농작물 성장에 큰 도움이 되는 반가운 비였길 기원합니다.
미국 다우지수가 6600P까지 폭락했다고 합니다. '미네르바'의 '미국 다우지수 5000, 한국 코스피지수 500'이라는 예언이 현실화되는 듯 해서 끔찍합니다. '전세계적인 공황 도래' 이런 타이틀이 언론지면을 도배하지 않길 바랍니다만, 웬지 걱정이 앞섭니다.
임기를 시작한 지 5일째인데 아직 큰 속도를 내지 못하고 있습니다. 구체적인 여러 사업에 대해서 부회장단과 집행부, 사무처와 논의를 하는 중입니다만 좀 더 속도를 낼 수 있도록 노력하겠습니다. 빠르면 3월 둘째주나 셋째주부터 사무처 활동을 가동하도록 하겠습니다. 다만 사무처는 주중에 모든 날을 활동하는 것은 아니고, 주중에 2일 정도를 근무시간으로 정해서 회원(사)와 관계된 업무와 대내외 업무를 진행하게 될 것입니다.
현재 협회 내부에서 진행해야 할 사업도 많습니다. 그러나 현재 협회의 재정이 바닥 상태로고 할 정도로 열악합니다. 회비납부를 충실히 해 주시는 회원사(지회)도 많지만, 회비를 안 내시고 계시는 회원사(지회)가 더 많기에 협회 사업이 정상적으로 진행되지 못하고 있습니다. 이 문제는 집행부와 조만간 구성할 혁신.발전위원회 논의를 통해서 해소방안을 강구하도록 하겠습니다.
협회는 늦어도 3월 20일전까지는 혁신발전위원회를 구성해 첫 회의를 개최하도록 할 계획입니다. 첫 회의는 운영위원회와 연석으로 진행할 생각입니다. 기타 협회의 현안과 사업 등도 이 논의 석상에서 논의하고 결정할 것입니다.
아울러 언론계 주요 현안에 대해서도 몇 가지 말씀드리고자 합니다.
첫째 언론관계법 문제입니다. 아시다시피 언론관계법 또는 미디어관련법 국회 처리가 여야 합의로 100일 안에 표결처리하는 것으로 결론이 났습니다. 그러나 합의사항인 국회 문방위 내 자문기구 구성과 여론수렴 등의 절차를 놓고서 여야간에 이견이 표출되고 있습니다. 언론계 역시 쉽사리 이번 여야 합의에 대해서 수긍하지 않고 있습니다.
인터넷기자협회는 '미디어행동', '언론연대' 등 연대단체와의 논의를 통해서 현재 이 문제에 대해서 의견을 개진하고 있습니다. 저의 생각은 언론관계법은 국민적 논의와 합의를 거쳐서 국회에서 합의 처리되어야 한다는 입장입니다. 이런 큰 원칙에서 저는 집행부와 상의해 언론관계법 논의에 참여하고 성명, 회의, 기자회견 참석 등 협회의 입장을 밝힐 것입니다.
둘째 <연합뉴스>와 <뉴스통신진흥법>의 문제점을 공개적으로 제기하고자 합니다. 현재 국가기간통신사로 지정된 <연합뉴스>는 친정부적 논조, 오보 등 보도의 문제점외에도 공익성과 공적인 책무를 이행하지 않는 수많은 문제점을 안고 있습니다. 한해에 정부로부터 300억원 가까운 여러 형태의 지원을 받는 <연합뉴스>는 한편으로 인터넷매체와 지역신문 등에게는 고가의 기사, 사진 전재료 등으로 지탄을 받고 있습니다. 열악한 인터넷매체와 종이신문 등은 부족한 보도를 대체하기 위해서 연합뉴스의 기사를 울며 겨자먹기 식으로 고가에 계약해서 전재하는 비용에 대해서 고충을 토로하고 있습니다.
특히 포털의 뉴스서비스의 상당 부분을 차지하고 있는 연합뉴스의 포털 기사 전재 등으로 인터넷매체와 전문, 지역지 매체들의 여론다양성 침해는 그 심각성과 피해가 매우 큽니다.
그럼에도 불구하고 <연합뉴스>와 <뉴스통신진흥법>의 문제점을 전혀 개선하지 않고 지난 3월 5일 문화부는 <뉴스통신진흥법> 개정안에 관한 입법예고(http://www.mcst.go.kr/web/dataCourt/ordinance/legislation/legislationView.jsp)를 실시하였습니다. 이번 뉴스통신진흥법 개정안의 문제점을 공론화하기 위해서 저는 참여단체인 '미디어행동' 내부에서 이 문제를 강력하게 제기하고 있습니다. 협회는 '뉴스통신진흥법'의 문제점을 공론화하고 더 좋은 방향으로 법을 개정하도록 최선을 다할 것입니다.
